Girl Talk is Gregg Michaels DJ name. The way Girl Talk makes music is through sampling. Sampling different songs and putting them together to create something new, something different, something unique.
It's actually quite amazing what Girl Talk can do with these samples. So fair use is the term to that allows people to use small bits of other people's work and create something unique. Sometimes it's used in such a way to just steal from other artists and try and profit off of it. Some people say this is what Girl Talk is doing. None of the samples he uses are "his" but through the use of fair use, he can create something fantastic.
Should Girl Talk profit off of "other" people's work? Or is he creating something wholly unique to him that allows it to be something different? I think he is making something that belongs to him. Remix has been happening for years. Nothing is ever original. Everything that we create as humans is based upon experience and our environment. Girl Talk is just being a bit more honest on his creations.
